January UCR Board Meeting
 
OMB has advised DOT the 2010 UCR fee ruling is a significant rule and wants to review it once approved by Secretary LaHood's office. It will probably be April time frame before this rule is published.

An option from FMCSA to UCR Board: Anne Ferro, FMCSA Administrator, asked if states could collect some monies under 2009 existing fee structure (removing trailers) and then send out modified invoices to reflect 2010 fee structure. UCR Board members Barb Hague and Sandy Bowling see this action as a computer programming as well as an enforcement "nightmare". FMCSA also stated SAFER would not be able to track partial payments for year 2010.

UCR Board members discussed but no action was taken.

There is a moratorium on 2010 enforcement until rule is published; however enforcement for years 2007 thru 2009 will continue.

The 2007 UCR history under SAFER has been removed; however Bill Quade will look into bringing it back during this interim period of 2010 status.

Sandy advised that some carriers had disputed their cc charges. Each state involved will receive a listing of such carriers in their state to resolve.

Texas is in process of building their own UCR registration site for UCR payments.

Future UCR telephonic board meetings are February 11, March 11 and April 8.
